I can't think of any reason that sign would be there except as a joke, or a memorial of zebras there that were breeding. But the British are very literal, and their signs are not complicated at all. In fact it could be a racist joke against the Americans, because Americans aren't as literal as the British are.
The Wilkinsons explained this to us the other night. It is a pedestrian crossing. It is humped because it is a raised part of the road. It is a zebra because it is black and white. So now we know.
